Site Description

The Youth Services Center (YSC) is the District of Columbia’s detention center for male and female youth, responsible for the care and custody of young people placed in secure detention by court order from the DC Superior Court Family Court Division.

Position Overview

The Guidance Counselor/Registrar plays a dual role supporting both the academic, social-emotional, and transitional needs of students and the timely enrollment, records management, and data compliance functions of a highly mobile student population. This role ensures continuity of education and supports successful reentry. Key responsibilities include, but are not limited to:

Responsibilities

Specific responsibilities will include, but not be limited to: Student Intake, Enrollment & Records Management

Manage daily intake and withdrawal processes. Request and review student records (transcripts, report cards, and progress reports). Maintain accurate student information system records. Ensure FERPA and compliance adherence. Coordinate records transfer between schools. Track attendance, enrollment, and exit data.

Academic Counseling & Credit Management

Conduct transcript reviews. Develop Individual Graduation/Academic Plans (MOUs), including the completion of community service hours. Track credits, including partial credits. Advise on course selection and graduation requirements. Support credit recovery and alternative pathways.

Reentry & Transition Coordination

Coordinate enrollment with receiving schools. Prepare exit packets and transcripts.

Collaboration & School Support

Participate in SST and IEP meetings. Collaborate with staff and correctional personnel. Share student academic information. Promote a trauma-informed environment.

Social-Emotional & Transitional Counseling

Provide short-term counseling support. Support goal setting and coping strategies. Facilitate reentry planning. Collaborate with staff and families. Connect students to community resources and opportunities to gain exposure to postsecondary options.

Compliance and Reporting

Maintain accurate reporting data. Assist with audits and monitoring.

Other Duties as Assigned

Qualifications

  • Bachelor’s degree in a related field (required), Master’s degree in School Counseling or related field (preferred)
  • Must have or be eligible for initial certification by OSSE in the appropriate area
  • Experience with student records and transcripts
  • Knowledge of FERPA and compliance
  • Experience with SIS platforms (preferred)
  • Experience working with opportunity or justice-involved youth (preferred)
