  • Category: Health CareHelen Farabee Centers’ ECI Program, as the designated provider of Early Childhood Intervention Services operates in compliance with contract requirements specified by Texas Health/Human Services-ECI Division and rules established in 26 Texas Administrative Code (TAC), Part 1, Chapter 350. Under the direction of the ECI Program Director and management of the EIS Supervisor, the EIS has the necessary authority to plan and provide services to eligible individuals of the ECI Program in home and community settings within a 10-county area. Travel to designated counties is required, as is flexibility in scheduling. Telehealth practices may be employed as a strategy for service provision.
  • Responsibilities include but are not limited to: Identify children with developmental delays in all or any of the following areas: cognition, speech/language, fine and gross motor, adaptive behavior, and social/emotional skills. Provide intervention services to address the development of the whole child within the context of the family, and in the context of natural learning activities, in order to strengthen the capacity of the family to meet the unique needs of their child. Promote the child’s acquisition of skills in the home, daycare, and/or community setting. Provide Service Coordination to designated children. Participate in the development, implementation, and monitoring of each child’s Individual Family Service Plan. Maintain accurate and complete documentation of all services provided to children and their families. Comply with established productivity standards in the planning and delivery of services to fulfill HHSC ECI contractual obligations for monthly average delivered service hours per child and average children served per month. HFC incorporates principles of trauma-informed care throughout the agency, emphasizing cultural sensitivity and a safe and respectful environment for all individuals served and staff. All job descriptions include the responsibility to learn about and implement trauma-informed practices within the scope of work for the position. Reassignment is a condition of employment that may occur at the employer’s discretion. Work location and hours could change based on program needs.QualificationsEducation, Training, and Experience Must possess a bachelor’s degree which includes a minimum of 18 hours of semester course credit relevant to early childhood intervention, 3 hours of which must be in early childhood development or early childhood special education*; or be registered in the state of Texas as an EIS before September 1, 2011. *40 clock hours of continuing education in early childhood development or early childhood special education completed within 5 years prior to employment may be substituted for the 3 semester hours of early childhood special education. Must complete all credentialing activities to become an Early Intervention Specialist within one year of hire, pass and maintain all Center mandated trainings, and complete all required initial ECI training before working directly with children and families. Must maintain a valid and current driver’s license and be insurable under Center insurance. *40 clock hours of continuing education in early childhood development or early childhood special education completed within 5 years prior to employment may be substituted for the 3 semester hours of early childhood special education. Knowledge, Skills, and Abilities Capacity to operate a motor vehicle. Strong communication skills (speaking, listening, exchange of ideas, problem solving, etc.) to understand and be understood to perform the following duties with favorable effect in person, in writing, and via telephone for clients, staff, and community. Strong organizational capabilities to ensure the efficient and timely processing of a consumer through the early intervention system of services. Visual acuity of 20/20, depth perception, and have strong fine motor skills. Capacity to lift, hold, and play with young children, and move into and out of sitting positions on the floor, as well as sit at a desk. Ability to build rapport with consumers to implement the coaching model of service delivery and to assist families in accessing community resources. Literate and possess basic math skills. Skilled in the use of personal and network computers, word processing, database, spreadsheet and office management software (Microsoft).

Requirements

Requires a bachelor's degree with specific credits in early childhood intervention and development. Must possess a valid driver's license and complete all ECI credentialing activities within one year of hire.
