• Type: Full-Time Essential Qualities As an integral part of Tulsa Educare, Early Learning Works (ELW) is an initiative of Tulsa Educare beyond the walls of the schools. ELW mobilizes resources, engages with child care providers, parents and community organizations. The Community Outreach Specialist at Tulsa Educare Early Learning Works (ELW) is responsible for planning, coordinating, and delivering community-based programs and resources that support parents, caregivers, and others who influence the lives of young children throughout the Tulsa community. As a bilingual (Spanish/English) professional, this position engages diverse communities through culturally responsive outreach, strategic partnerships, and community engagement to increase participation in ELW programs. Community Outreach & Recruitment ● Execute the Early Learning Works community engagement framework by identifying, recruiting, and engaging families, caregivers, and community organizations through outreach, presentations, referrals, and relationship-building. ● Lead participant recruitment and parent engagement strategies to achieve enrollment and participation goals across Early Learning Works programs. ● Serve as an ambassador for Tulsa Educare Early Learning Works by promoting services, increasing community awareness, and connecting families with appropriate resources and programming. Community Partnerships ● Develop, cultivate, and maintain strategic partnerships with community organizations, schools, faith-based organizations, healthcare providers, businesses, and family-serving agencies to expand programming opportunities and sustain a pipeline of future collaborations. ● Collaborate with internal departments and external partners to support program planning, implementation, referrals, and continuous community engagement. Program Facilitation ● Complete required training and certification in assigned Early Learning Works curricula and evidence-based programs. ● Facilitate programs including Active Parenting, Talking is Teaching, Family, Friends and Neighbors (FFN), Lunch & Learns, workshops, trainings, coaching sessions, and other educational opportunities for families, staff, and community partners. ● Deliver engaging, culturally responsive learning experiences that support positive parenting practices and children's healthy development. Program Coordination & Administration ● Plan, coordinate, and manage multiple programs, outreach initiatives, community events, and partnerships by overseeing logistics, scheduling, staffing, communication, participant engagement, and implementation. ● Monitor participant enrollment and attendance, evaluate program outcomes, and utilize feedback to support continuous quality improvement. ● Maintain accurate documentation of outreach activities, partnerships, recruitment efforts, program outcomes, and required reports within designated tracking systems. Professional Responsibilities ● Participate in team meetings, consultation meetings, professional development, and other organizational initiatives that support Early Learning Works' mission and strategic goals. ● Demonstrate professionalism, collaboration, flexibility, and accountability while representing Early Learning Works in the community. ● Perform other duties as assigned in support of departmental and organizational priorities. ● Maintain and complete other tasks and projects as assigned to further the mission and goals of Early Learning Works.

• Broad knowledge and experience in: ● Strong knowledge and experience in early childhood education, experience in working with parents/caregivers, recruitment strategies, demonstrated strong presentation skills delivered in English and Spanish. ● Excellent interpersonal and communication skills with the community and internal ELW team ● Ability to collaborate with the ELW team and foster team cohesion and good culture building ● Must maintain strict confidentiality of extremely sensitive data, records, files, conversations, etc. ● Possess MS office skills, database software skills, organizational skills, efficiency skills and excellent attention to detail with demonstrated commitment to completing assignments on a timely basis ● Possess results oriented mindset, be self-motivated with strong project management, systems development and planning, skills and a demonstrated ability to make decisions ●

• Educare core values: Learning, Relationships, Commitment and Data QualificationsMinimum Qualifications ● Bachelor’s degree in Child Development, Early Childhood, Families Studies, Social Science, Social Work, Nursing, or related field and relevant experience working with children and families in either an education, or social services. ● Have bilingual proficiency in Spanish/English is required ● Must maintain a flexible work schedule to support Early Learning Works programming, outreach activities, community events, and partner engagements, including evenings and weekends. Attendance at scheduled programs and events is an essential function of this position. Staff are generally provided advance notice of these commitments and are expected to make the necessary personal scheduling arrangements to ensure reliable attendance.
