Job Description

The Child Education Coordinator II (CEC II) is one of the primary contacts that engages with families, ECE directors and teachers, service providers, and other community stakeholders and Elwyn staff to implement preschool early intervention in the City of Philadelphia per PA Chapter 14 and the Individuals with Disabilities Education Act (IDEA) requirements. This position works in conjunction with the LEA representative to ensure that the basic tenants of educational law, quality service delivery, compliance, and family engagement are consistently met. ESSENTIAL DUTIES AND RESPONSIBILITIES Provide community-based guidance and direct support to LEA Representatives, and service providers to coordinate and provide hands-on support to staff, and participating in IEPs Acts as a resource to regional staff in reviewing and revising educational plans per state/local regulations Ensure compliance with regulations and quality service delivery through observation, record review, monitoring, sampling, and trend analysis of assigned staff Provides coaching, positive feedback, corrective guidance and support to community-based staff and service providers Perform frequent site visits at community locations and early childhood setting to maintain a supportive presence, build collaborative relationships, and ensure quality service delivery Monitor adherence to all PA state and federal Early Intervention (EI) laws, guidelines and regulations pertaining to service coordination and service delivery; ensure a Free and Appropriate Public Education (FAPE) and Least Restrictive Environment (LRE) for all children in service Collaborate with LEA Representatives and service providers to ensure that families, team members, agency personnel and regional staff coordinate and facilitate smooth, positive transitions when families enter, leave, or transition between programs Initiate referrals for IEP team as necessary to ensure child is making meaningful educational progress as defined in PA Chapter 14 regulations and IDEA Ensure accurate interpretation and implementation of evaluation instruments and assessment techniques used in preschool early intervention programs through the review of assessment reports in accordance with best practices and industry standards Demonstrate a thorough understanding of parents rights and procedural safeguards and communicate to parents and guardians their rights under the PA Department of Education's (PDE) Procedural Safeguards Notice Oversee ongoing progress monitoring data collection and activities to ensure the child's meaningful educational progress is maintained; coach as needed Collect and document outside evaluations related to the child's needs to ensure that the IEP team and service delivery teams have all pertinent information in planning for appropriate services for the child Assurance of service provision with the required 14-day timeline Implement current best practices and special education methodologies relative to early intervention services Ensure all disciplines are following the child's IEP as well as monitoring data entry of staff, reviewing Service Verification Notes (SVNs) to ensure they are entered in a timely manner and are substantive; ensure the compliance of child records and data in order to ensure accurate and reliable data Work collaboratively to maintain data systems including, but not limited to, maintaining educational records according to set timelines, electronic data entry of demographic information relative to children on caseload and IEP data fields in order to ensure accurate and reliable data Work in partnership with all ELS staff, community stakeholders, and families to establish positive rapport and trusting relationships through on-going and open verbal and written communication and status updates Ensure that bi-annual re-evaluations are completed according to state guidelines via caseload management, running regular reports, and notifying the provider teams of the re-evaluation date Support Transition to School age activities through out the year Ensure correct discharge procedures are followed via caseload management, running regular reports, notifying provider teams of child's discharge from program, and following through to ensure that discharge Early Childhood Outcomes (ECO) data has been completed by the provider teams Partner with LEA representatives on early learning initiatives/projects as assigned by the Regional Director Participate in the dispute resolution process as needed Participate in weekly community regional team meetings In absence of regional team LEA representative, CEC II will facilitate IEP meetings Participate in ongoing trainings offered throughout the year Performs other duties as assigned

Qualifications

Bachelor's degree in Early Education, Elementary Education, Special Education, or a related service certification including but not limited to Speech-Language Pathology, Occupational Therapy, or Physical Therapy Current Pennsylvania Teaching Certificate in Elementary Education, Special Education, or Early Childhood Education preferred At least 2 years of case management, early childhood education, or itinerant service delivery experience preferred Working knowledge of federal and state Special Education regulations including, PA Chapter 14, Act 212 and IDEA 2014 Working knowledge of current issues in early childhood education, including current best practices and special education methodologies as they relate to Early Intervention Understanding of early childhood development principles and practices Demonstrated intermediate experience with Microsoft Office applications, including Word, Excel, Outlook, and PowerPoint Demonstrated ability to work effectively as part of a team Ability to work in a fast-paced environment and manage and prioritize multiple, often competing, priorities Demonstrated strong attention to detail Demonstrated strong time management and organizational skills Demonstrated excellent judgment with the ability to independently solve problems and make decisions with little or no need for direct supervision Demonstrated ability to anticipate future needed changes or identify problem areas and take effective actions Must possess excellent customer interaction, collaboration, presentation, and written and verbal communication skills Dual language proficiency preferred 2024-5604

Requirements

Candidates must hold a bachelor's degree in Early Education, Special Education, or a related field, with a preference for a Pennsylvania Teaching Certificate.
