About the role

The Maternal Child Health/Inclusion Specialist manages health and inclusion services for children and families within Child Development Centers. Responsibilities include case management, health screenings, data tracking, and collaborating with staff and community agencies to ensure compliance with Head Start standards.

Supervisory responsibilities

None.

SUMMARY

The Maternal Child Health/Inclusion Specialist will be responsible for Health & Inclusion areas within the Child Development Centers. Home Base (HB) Satellites and care homes as needed. This role requires working effectively with children and parents by providing age appropriate health services, education and tracking of health and inclusion data for families and children per the Head Start Program Performance Standards, philosophy and mission.

Duties: And responsibilities/Essential functions

Performs in conjunction with the Health Services Manager

Case management and record keeping regarding Health, Safety, Prenatal, Labor Support and Breastfeeding Education for families.

Personal and Professional Behavior

Adhere to all Fresno EOC personnel policies and procedures on a consistent basis.

Assumes responsibility for continued professional growth.

Understands professional issues and the need for incorporating code of ethics into practice.

Promotes advocacy for children and families.

Maintains excellent work habits (attendance, punctuality, time management, teamwork, etc.).

Center Administration/Management

Performs all work in accordance with established State licensing requirements, governmental law including Head Start Performance Standards, State mandates, and Center’s policies and procedures.

Assists with Maternal/Child Health curriculum development.

Assists in maintaining children’s and pregnant women’s health records and other records, such as immunization records, time sheets, MIS, CHDP forms, PIR, health histories, etc.

Transports children or families to medical and/or dental appointments, as needed.

Purchases Health and Disabilities supplies for the center-base program.

Promotes positive relationships in all aspects of Center operations (staff meetings, case management meetings, Individual Family Services Plan (IFSP) updates etc.).

Demonstrates efficient use of time and materials.

Develops and implements relevant training plans for staff and parents.

Health, Safety, and Nutrition

Provides maternal/child health and inclusion/special education case management to families in program.

Facilitates health assessments and screenings (IDA, ASQ, dental, audio, visual, speech).

Maintains electronic family files and enters data into ChildPlus (CP) computer system for Health and Inclusion.

Assists families and staff with breastfeeding and newborn care.

Participates in observation of home visits, class time, and socializations.

Collects data for PIR, MIS, and other required reports as needed.

Collaborates with community agencies and members.

Assists center staff in ensuring that children are well supervised at all times within a safe environment according to regulations.

Implements Center’s emergency plan.

Provides information to staff and parents on health, safety, and transportation policies upon request.

Maintains ongoing accident prevention and playground safety programs in accordance with EOC’s policies and procedures, Cal OSHA guidelines (SB 198) plan, and Center’s policies and procedures.

Working With Children, Families and the Community

Treats all children and their families in a courteous, friendly, and professional manner while maintaining respect for their norms, language, and socio-economic background.

Actively develops reciprocal working relationships with parents, conducts home visits and/or conferences.

Assists staff in identifying special needs of children and/or families and refer to appropriate community resources.

Involves parents in center activities, Local Parent Committee activities, County Wide Policy Council decisions.

Supporting Positive Staff Relations

Implements positive communication and problem solving skills.

Works cooperatively with other staff members, including the administrators of the Early Head Start, Head Start and SOUL charter school, accepts supervision, and contribute to the effectiveness of the team.

Brings concerns to the attention of the assigned supervisor in a timely manner.

Change diapers and assist with toileting as needed

Follows procedures for mandatory reporting for suspected child abuse.

Travels to Head Start 0 to 5 centers/sites as needed.

Attends and participates in conferences, meetings and trainings, as required.

Treats all children, families, co-workers and community members in a responsible and respectful, kind and friendly, and professional manner per Head Start 0 to 5 Pyramid Teaching Model expectations,

Models professionalism for staff, parents, children, clients, and community members. Promotes a collaborative environment within the service areas, program, and organization.

Actively encourages and embraces diversity.

Adheres to the American With Disabilities Act (ADA-1992) which prohibits discriminatory actions toward children and/or adult with disabilities. In particular, children with disabilities are enrolled in the classroom as mandated by Federal Law.

Maintains strict compliance with universal precautions during home visits, group socializations, and when administering first aid.

Maintains confidentiality of records and information on Head Start 0 to 5 staff, children and families.

Travels for organization business using reliable transportation.

Maintains regular attendance and punctuality.

Works evenings and weekends as required.

Performs other duties as assigned.

Qualifications

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

Education

Bachelor’s Degree in Child Development (CD)/Early Childhood Education (ECE), Child Psychology or related field with a minimum of thirty (30) units in special education required.

Must Complete (3) units in Infant/Toddler Development within twelve (12) months of employment required.

Experience

Three (3) years’ experience in health education, public health, program serving children with disabilities, or related health field required.

Other requirements

Working knowledge of pre-natal infant/toddler health care, which includes preventive, early intervention and health maintenance practices.

Working knowledge of IDEA Part C regulations regarding children with disabilities.

Possess and maintain valid CPR/First Aid certification or obtain certification within one year of hire, required.

Must possess and maintain Food Handlers Certification or obtain within thirty (30) days of employment.

Proficient in Microsoft Office Suite and related business software.

Effective presentation, written and verbal communication skills.

Ability to multi-task and prioritize workload.

Bilingual in English and Spanish/Hmong/Lao or other secondary language preferred may be required based on the needs of the clients and the program.

Maintain a valid California driver’s license, reliable transportation, adequate auto insurance as required by State law, and insurability by organization carrier for those driving company vehicles.

Obtain a valid AB 1207 Mandated Reporter Certification prior to first day of employment.

Pass and maintain Basic Pest Management in a Child Care Settings annual certification as required by the California Healthy Schools Act (HSA).

Physical examination, TB screening clearance and signed federal criminal record declaration are required within 7 days after employment.

As of December 31, 2021, all Fresno EOC employees must be fully vaccinated for COVID-19 and provide documentation of their vaccination status as a condition of employment, unless such employee has been approved for an exemption from the COVID-19 vaccination requirement as a reasonable accommodation for a medical condition or sincerely held religious belief.

Immunized against influenza (flu), pertussis (whooping cough) and measles. The influenza vaccination must be obtained annually during flu season, August 1 through December 1. A person is exempt from the immunization requirements for the following circumstances:

1. The person submits a written statement from a licensed physician declaring that because of the person’s physical condition or medical circumstances, the immunization is not safe.

2. The person submits a written statement from a licensed physician providing that the person has evidence of current immunity to pertussis (whooping cough) and/or measles.

3. The person submits in writing declaration that he or she has declined the influenza (flu) vaccination. This exemption only applies to the influenza (flu) vaccine.

Pass required reference checks and fingerprint clearance under Title 22 regulations: Department of Justice/FBI, Criminal Record Statement Child Abuse Central Index (CACI) and background investigation as needed prior to employment.

Former Head Start 0 to 5 parents preferred.

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
